In 2012, the Center for Creative Services of Eastern Latvia “Zeimuļs” was opened in the historical center of the city. It offers non-formal education for schoolchildren and youth, has technological equipment and workshops in creative industries and environmental design.
The building's architect, Rasa Kalniņa, used traditional Latvian symbols in the design of the towers. At the same time, the main building materials of the complex are concrete, metal and glass. This building is distinguished by a bold and unusual architectural design - green roofs and leaning towers.
