Moldova sets out key tourism priorities for 2025‑2026 – Exclusive

The Ministry of Culture of the Republic of Moldova has presented its strategic plan for tourism covering the years 2025‑2026. The programme focuses on boosting the country’s visibility abroad, developing rural, cultural and wine tourism, and upgrading infrastructure to improve visitor experience.


International promotion
Moldova intends to take part in nine major tourism fairs and exhibitions in 2026, each with a dedicated national pavilion to showcase the country’s attractions and connect with foreign markets.


European Route of Ceramics
The accession to the Council of Europe’s European Route of Ceramics is highlighted as a catalyst for cultural tourism, aiming to draw visitors interested in traditional crafts.


Tourist information centres
New regulations are being finalised for the establishment of multilingual tourist information centres. These hubs will offer promotional materials, gather data on visitor flows and support regional tourism development.


Infrastructure and service quality
The 2025‑2027 Single Programming Document includes 95 projects at regional and local levels, targeting road improvements, public‑space renewal, and better connectivity between tourist sites and urban centres.


Rural, cultural and wine tourism
The “Eco App for Sustainable Tourism in the Republic of Moldova” – funded by the Human Doc Foundation and co‑financed by the Polish Ministry of Foreign Affairs – will map routes, produce guides and involve local communities. The Cross‑Border Gastronomic Route Romania–Moldova, covering restaurants, wineries, guesthouses and cultural landmarks, is also being promoted.


Destination Management Organisations
Draft regulations aim to create DMOs that coordinate public authorities, businesses and other stakeholders to raise service standards and strengthen destination branding.


European visibility and partnerships
While holding the Presidency of the Council of Europe’s Committee of Ministers (Nov 2025 – May 2026), Moldova will co‑organise the international seminar “Republic of Moldova in the Cultural Routes of the Council of Europe” to increase its profile within European cultural networks.


Tourism performance (Jan‑Sep 2025)
Total arrivals reached 480.7 thousand, a 6.5 % rise YoY. Inbound tourism grew 28.8 %, domestic tourism 21.2 %, while outbound tourism was stable (+0.3 %). Revenue from travel agencies and tour operators hit 4.2 billion lei (+10.3 %). Inbound revenue rose 33.3 %, domestic revenue 9.6 %, and the average stay length increased from 3.9 to 4.6 days.


According to the Ministry, these figures demonstrate steady growth and validate the effectiveness of the current promotion and development measures.
