Bulgaria and Montenegro agree on aviation cooperation

During an official visit of Bulgarian Prime Minister Rosen Zhelyazkov to Montenegro, Transport Ministers Grozdan Karadjov (Bulgaria) and Maja Vukicevic (Montenegro) signed a bilateral aviation cooperation agreement.

The pact aims to launch a direct flight connection between the two states. A joint expert working group, comprising officials from transport ministries, civil aviation authorities, airport operators and a Montenegrin carrier, has already been established to design the route.

Karadjov emphasized Bulgaria’s readiness to assist any airline that wishes to operate the new service, noting that Bulgarian airports offer incentive programmes for carriers opening new destinations.

In addition to the air link, the discussion covered broader regional transport integration and the acceleration of infrastructure projects. Bulgaria offered its experience in the concession of ports and airports as a potential model for Montenegro.

Prime Minister Zhelyazkov reiterated Bulgaria’s strong support for Montenegro’s EU accession process, stating that the country could complete the remaining negotiation chapters by the end of 2026 and potentially join the Union by 2028. He highlighted “quick‑win” connectivity measures, including multi‑country flight packages with airlines from Turkey, Armenia, Georgia, Greece and Romania, as well as cooperation on a common digital and energy market, referencing the Italy‑Montenegro subsea cable.

Montenegro’s Prime Minister Milojko Spajic echoed the timeline, indicating that all accession chapters could be closed by the end of next year and that accession by 2028 would be historic, supported by 70‑80 % public approval. He also suggested that adopting the euro would be advantageous for Bulgaria.
