From 23 July 2025, foreign nationals may travel to the liberated territories of the Republic of Azerbaijan – Shusha, Lachin, Aghdam, Fuzuli, Khojaly and Khankendi – either by private vehicle or as part of organized groups, provided they obtain the required permits.
The permission applies to visitors staying in Azerbaijan for up to 90 days as well as to those who hold temporary or permanent residence permits.
Travelers using private cars must submit a request through the “Yolumuz Qarabağa” portal. The portal now contains fields for passport details and offers full English and Russian interfaces for convenience.
Drivers are required to review the mine‑safety guidelines published on the portal and to inform all passengers accordingly. After passing checkpoints, visitors must strictly follow the designated routes, avoid any deviations, exercise caution at road junctions and comply with all regulations for the entire journey.
The portal also provides information about hotels and other accommodation facilities operating in the visited areas.
Group tours are permitted when organized by licensed tour operators registered in the Tourism Register.
Foreign guests who have confirmed hotel reservations in the mentioned territories will receive entry permits valid for five days.
